Issue 7144044: Get upgrade hook working again
DescriptionGet upgrade hook working again
The upgrade hook wasn't working because it presumed install.txt could be used.
This branch updates the hook to run stop/install/config-changed/restart, which
should be sufficient to get the machine to a state as if the new version of
the charm had been installed from scratch.
