cmd/dist: support building pkg/runtime/*.
Essentialy for running tests without a working cmd/go.
While we're at it, also fix a typo.

The reason behind this change is that somehow I broke cmd/go badly,
and I want to run all the tests in /test without cmd/go to try to diagnose
the problem.

I made a fake cmd/go (CL 70230048, not for submission), however
some tests requires pkg/testing, and the testing package in turn requires
pkg/runtime/pprof. before this change, cmd/dist won't be able to install
pkg/runtime/pprof.

$ ../pkg/tool/darwin_amd64/dist install -v pkg/runtime/pprof
pkg/runtime/pprof
<unknown line number> 6c: No such file or directory: proc.c
go tool dist: FAILED: .../pkg/tool/darwin_amd64/6c -D GOOS_darwin -D
GOARCH_amd64 -I $WORK -n -a -o $WORK/proc.acid proc.c

This CL is fine, but I want to point out that in this case you can revert your
changes, build a working tree, reapply your changes, rebuild the compilers, and
then run the tests in the test directory.

Thank you for the suggestion.

My situation is little bit different, because I'm working on rpi, and
rebuilding
everything takes 50 minutes (next time I will remember to keep a known
working tree somewhere)
