DescriptionQuick fix for dev-ingest.
Make ingest's PROJECT_DIR overridable, vastly simplifying dev-ingest. Fix
python interpreter path.
Changed default-assignment to:
: ${foo:=bar}
instead of
$foo={foo:=bar}
because I think it's confusing to assign to the variable twice.
