bootstrap: changed help text

bootstrap: changed help text

The bootstrap command changed from asynchronous to synchronous
mode of operation. So the old help text doesn't match anymore.

I'd drop the last sentence -- or make it something like "Once bootstrap has
completed, you can run other juju commands against your environment." I
certainly wouldn't say that most other commands are synchronous -- most actually
aren't.
