Tunnel implementation improved to encap/decap ICMP packets.

I believe the tunnel handles the ICMP packets the same way it handles UDP
packets. one thing I was wondering about is how 6EP handles internal traffic eg.
traffic within 6LowPAN network. 
Is it still handled with the border router code?!
