scm/markup.scm comment out debugging code

scm/markup.scm comment out debugging code

No need to display a list of markup
commands when not debugging.

The snippet below prints a list of markup commands to the log.  It seems that a
line of debugging code was not commented out in issue 4685:

I don't see a corresponding issue tracker entry but it isn't really necessary. 
Can you push this to staging right away?  I don't see how anybody could not
desire this one-line fix as fast as possible.
