ssh: implement possibility to set connection timeout in Dial() method

I wrote small patch, that implement possibility to set connection timeout in ssh
package. 

With this patch you can set connection timeout the following way:

config := &ssh.ClientConfig{
		User:        "theairkit",
		Auth:        []ssh.AuthMethod{ssh.Password("somepass")},
		ConnTimeout: time.Duration(time.Millisecond * 300), //set to 300ms
}
client, err := ssh.Dial("tcp", "127.0.0.1:22", config)
if err != nil {
	// hanlde error
}
