This change takes care of processing apt repository
sources and bootcmds from the cloud-init config
and adding appropriate commands into the manual
provisioning script.
In the future, we should work towards using
cloud-init directly on the machine, as discussed
in lp:1238934. This task should be handled in lp:1215777
