go.tools/cmd/godoc: add redirect helpers

Previously these helpers were added by a private deployment script.
There's no reason why they shouldn't be part of godoc proper now
that it's in the go.tools repository.

Why is it that, for example,

  tour.golang.org

works yet

  golang.org/tour

does not, yet

  issue.golang.org

does not work while

  golang.org/issue

does?

More important, can we clean this up a bit?

It's an artifact of how these things are hosted. For instance:

golang.org/issue is a redirect to code.google.com
tour.golang.org is the canonical location

I can add redirects from golang.org/tour, golang.org/build, and
golang.org/play if that's desirable.

Adding issue.golang.org, change.golang.org, cl.golang.org, etc is also
possible but I don't like the sound of that much.

The inconsistency bothers me. I always get it wrong. What is the rule?
Not the accident of construction, the rule?

It also continues to bug me that "issue" redirects to a site called "issues".

I'd like to make it such that golang.org/foo is the rule.

I've added an "blog", "build", "play", "talks", and "tour" redirects.
"issues" added also for convenience.
