Run the SKP capturing bot with deferred image decoding.

Once our version of chrome is updated to include
https://bugs.webkit.org/show_bug.cgi?id=110759, this will enable
us to capture the original encoded data.

I have a cronjob that runs on my desktop which executes the
https://code.google.com/p/skia/source/browse/trunk/tools/build-tot-chromium.sh
script.
The webkit_revision in my chrome checkout is 146197, looks like that does that
include the fix in https://bugs.webkit.org/show_bug.cgi?id=110759 yet.

I am assuming that when it does include the fix I should recapture all SKP files
using your change in webpages_playback.py
