I didn't realize just how simple this change would be. I should have done it a
long time ago.
In practice only the first stage ever uses an attribute. So we should always be
under the minimum-maximum of 8.

The number of stages increased causing the edge vertex attribute's index to be
too large on some devices. Though, when I examined the GM images a while back it
seemed like it was working, just spitting out GL errors.
Issue 6742068: Reorder the vertex attributes to be friendlier to android.
