Force raising an exception on utils.positional for one test.

In some cases you can't pass a flag to the tests to force exception mode for utils.positional. This forces exception mode for the one module where it is tested.

I was just thinking that this should be an environment variable or some such to
make it possible to run the unit tests not using a command line script. What do
