Description

Do not call g_critical when ibus->config is NULL since it's not an error. This change is for chromeos branch of ibus, and is rework of https://github.com/ibus/ibus/commit/a0694521739f91666f663e5538f06462e49eef3f . BUG=chromium-os:9098 TEST=manually
