gtk clients do not lose focus when chrome popup window takes the focus

Do not call gtk_im_context_focus_out() in ibus_im_context_focus_in()
for a workaround because chrome popup window does not release the focus.

I could reproduce this problem when I installed Pushbullet app from google
store.
The chrome notification popup window takes the focus but it does not release the
focus.

I think if chrome could call focus-out event, users should click another client
likes gnome-terminal to get the lost focus.
The main problem is that chrome takes the focus even thought it's popup window
but another application still has the focus.

1. gnome-terminal has the focus.
2. chrome notification gets the focus.
3. ibus_im_context_focus_in() removes the focus of gnome-terminal.
4. chrome notification disappears.

Cannot type anything on gnome-terminal because the focus is removed by chrome.

Of course, it works fine after give the focus on gnome-terminal again with
Alt+Tab.
