http 1.17 & default: Add javadoc overview description

This description will show up at the top and bottom of the index and overview-summary pages in the javadoc:

http://javadoc.google-http-java-client.googlecode.com/hg/1.17.0-rc/index.html
http://javadoc.google-http-java-client.googlecode.com/hg/1.17.0-rc/overview-summary.html

The purpose for doing this in HTTP is mostly
A) to be consistent with the other projects, which will leverage the overview content to link to their respective dependent projects
B) to have a basic description available for others to easily modify and improve, should they wish to use it to provide more information.

I figure if it's okay to just say "Google" there it should be the same here.
