I'm assuming the WiX msi installer is still part of the plan? If so, I can sync
up the rest of the files after this CL is closed.
 
It looks like the only environment change the WiX installer needs to make now is
to add go\bin to the system PATH. So goenv.bat can go away, as well as, the user
shortcut that sets a temporary environment and spawns a shell window.

Please, no batch files. These are unusable - hard to write, easy to make
mistakes, impossible to debug when things do not work.
Russ suggested to use Go for this task. I agree.

LGTM

Joe agreed to maintain the Windows distribution mechanism.
If he wants to start with a batch file, that's fine with me
(our builders can run batch files).  There are no loops
or anything here: it's just a sequence of commands to run.
And there's no parallel shell script to keep in sync with.
