Issue 93570046: Set version back to 1.19.3
DescriptionSet version back to 1.19.3
I didn't think about the upgrade process when updating
the version number. The old clients need to be able
to parse the new version, which means we can't move
to builds where we use tags until after 1.20.0 release.
