Fix blank charm details on browser re-expanding.

Minimizing browser with open charm details, 
and then re-expanding it showed blank content.

Also fixed the minimize tab style so that it is
not hidden by an open inspector.

QA:
- go to http://localhost:8888/precise/mediawiki-10/ ;
- click on the minimize tab;
- click on the tab again to re-expand;  
The charm details are shown.

Code LGTM with the one note that those types are tests are setup below and the
mocking is setup to track hits on the render calls already.

this is mocked out in the browser subapp display tree tests below. It tracks
hits to the various render methods in the browser. So you could setup the right
state and then call the render method with a change in viewmode from minimized
to sidebar and make sure that the mocked renderCharmDetails is in the hits list.
