Sorry, there's a bit of confusion here.  The past policy was:

- Main developers should be listed under "main developers" and nowhere else. 
Main developers may appear in both the current and previous if they want to
(i.e. they changed jobs).

- anybody not a main developer who worked on anything up to and including 2.16
should be listed under "previous contributors".

- anybody not a main developer who worked on 2.17 should be listed under
"current contributors".

A contributor can thus be listed twice (under previous and current).

Thanks, I've updated the file to clarify the policy and made sure that
I do not move contributors from past to current but simply add them to
current.

I missed that Bertrand Bordage, Joe Neeman, and Carl D. Sorensen are listed both
under "developers" and "contributors". According to the policy they should be
removed from "contributors". Also Colin Hall is listed under "developers" so
probably should not be added under "contributors: bug squad" like I did.

The list of main developers looks rather long. Are there any "current
developers" to move to "previous developers" (e.g. they haven't been around for
a while)?

depends on what you mean.
I don't remember any commits from Jonathan Kulp, Mark Polesky, Carl
Sorensen and Neil Puttock in past couple of months, but all of them
send an email or two from time to time.

The current policy on this is that developers can give themselves
whatever title they want, and it's up to them to decide if they
should be listed as "current" or "previous".  The vague hope is
that we'll keep a number of "developer emeritus" around who are
still willing to review the occasional patch or discuss important
issues.  I'd expect that if somebody lists themselves under
"previous developer", then they'd be gone for good.  (that's why I
haven't moved myself over)
