Console Scroll Down

Problem:
If one scrolls console up, and starts to type, input line isn't visible until one scrolls console manually down.

This patch solves the problem and returns console input line on keyboard press or paste.

Request this be moved into a static function rather than an operator which is
called by another.

Think adding this option is not the best place, IMHO this is console specific.
text has Ctrl+End which works ok

This operator should just set the view values directly, args can also be space /
area (data thats modified) rather then Context.

applied r40311 with some edits, fix  for resizing the view messing up scroll
too.
