Add "in" keymap which maps Alt_R to AltGr.

I got a feature request to ibus-m17n to map Alt_R to AltGr automatically when
Indic engines are enabled.

This patch introduces new keymap "in" in the keymaps directory.  Similar map has
been already available in xkeyboard-config git master (commit 920cd81d).

Hmm, sorry - this would work but maybe pointless for the original request since:

- modifiers passed to ibus_input_context_process_key_event() won't change
- user will need to manually turn off "Use system keyboard layout".

To fix them we could switch the actual XKB layout in ibus-m17n, as ibus-xkb (in
Fedora) does.  However, it will also add a dependency on X, like
