Issue 4196: Add \compound-meter markup command

Add \compound-meter markup command

This command can produce compound, simple, and single-digit time signatures using minor extensions of the list format that \compoundMeter uses.

In this patch, compound time signature formatting relies on this command.  In the future, all numeric time signatures may rely on it.

The notation reference has a black rectangle at the ends of two of the lines of
the sample code. I'm not sure why.

How's the organization?  I wasn't sure how much, if anything, I should put in
define-markup-commands.scm.

Black rectangles sound like overfull line markers in TeXinfo.

We have so far \time and \compoundMeter.  \numbered-time-signature is again
completely different.  Also it uses dashes: for music commands, we generally use
camelCase.  So the name is not fitting.  \numberedTime perhaps?  But what's the
difference to \compoundMeter?  If it's upward-compatible, do we need a new
command name?

Oops.  It's a markup command.  Have to think about this.

Yes.  This is part of my work on eliminating the C++ implementation of time
signatures which I've broken out into its own review.

The minor enhancements are what really matter to me, so that there is one
function that can create markup for all the built-in numeric time signature
styles.  If you don't like its existence as a documented markup command, I
wouldn't mind turning it back into a public function returning markup; but I do
rather like its availability as a markup command for the sake of testing, and I
think that a user who gets into defining his own time signature styles will
appreciate that it is documented.

I chose the name \numbered-time-signature to match the time signature style
"numbered."  I would have preferred "numeric" but for the inconsistency.  In a
separate patch, I expect to add the markup function \glyph-time-signature
#'style #'(n . d), which draws a glyph from the music font and falls back on
\numbered-time-signature #'(n .d) if there is no glyph.  Suggestions for better
names are welcome.

There is some cruft in it that I didn't want to include, but I have been short
on free time, so I figured I would post it anyway to provide some context for
this change.  Please do not waste your time reviewing it in detail, but see
* scm/time-signature.scm for the time-signature print procedure
* scm/time-signature-settings.scm for style-specific markup procedures

Then please advise me what is best for the current patch.
1. Go ahead with \numbered-time-signature
2. Remove the markup command and leave a public make-numbered-time-signature in
its place
3. Other

Not particularly happy with the name.  Related functionality in markups is
called \number (for the font) and \fraction (not using the font I guess, so less
related).

I would lean towards just using a strict analogy to the respective music
command, which would give us \compound-meter (after dashification of CamelCase).
 It's a bit iffish in that it does not necessarily need to be a compound meter,
but then that's actually the same situation as with \compoundMeter so I'd rather
keep them the same.  And if a better name is found at some point of time, change
both in synch.
