Move group for force assignment to group_stock_admin for issue961[Fix with changeset 385aaae700a0]

Looks good for me so far, but I would indeed prefer a separate group "Stock
Force Assignment", because I wouldn't want to give permission for the
administration of the whole stock to a user, that shall just be allowed to
force_assign.

Yes, for me it would be better, too, to have another group
