awk: sync with Plan 9

This patch synchronizes plan9port awk with Plan 9's. Apparently,
when awk was imported in previous November, two patches were
not included:
	/n/sources/patch/applied/one-true-awk-adjust

and a change made by Geoff, probably improving awk's
UTF-8 behaviour:
	diff -c /n/sourcesdump/2008/04^(27 28)^/plan9/sys/src/cmd/awk/run.c

With this patch awk is also in sync again with the previously added
manpage (which already was up-to-date).

i am sitting on the man page update
because i expect codebot to screw up
the addition of a new file (it is going to
write it to plan9/man1/awk.1 instead
of plan9/man/man1/awk.1) and i want
to wait until i have time to debug it.
